United Islands of Volica

In Polish: Zjednoczone Wyspy Wolicy

Administrative division

Volica is a federation of 10 basic administrative units: 4 States and 6 Communes.

States

Communes

Other territories

within the specific states there are few territories that may become their own communes. There is also one exclave of a commune that lies on an island that constitues a state.

The individual entities of Volica

Histalopa

Histalopa is an island in the very center of the archipelago. It is the third-largest state by area and second by population and economic size. Because of its location, it is the unofficial center of Volica and home to the country's capital, Ambassadors Hill, which some entities do not recognize. Histalopa has a well-developed, diversified economy based on high technology, cheap electricity from the archipelago's only nuclear power plant, extensive logistics, intensive agriculture on the island's central lowland, and varied industry. About 60 percent of the population is Polish; the rest is extremely ethnically diverse. The island's landscape can be divided into five basic zones: forested mountains in the west, the central agricultural lowland, the residential-industrial northern coast, a showpiece service and tourist city on the southern coast, and the eastern part of the island, with gently rolling terrain dominated by meadows and small towns.

Ruggedia

Ruggedia is the largest state in Volica by area and the third most populous, with a strong identity of its own. The economy, transport, and daily life rely largely on the automotive industry and on more traditional sectors such as agriculture (it is Volica's largest producer of animal products) and the timber industry. The population is concentrated in a central city on the eastern coast, with very wide streets and sprawling development, apart from the business center and a new district of residential skyscrapers. Society is split roughly evenly between two ethnic groups: Black Americans together with wealthy immigrants from West Africa, and earlier settlers from Scandinavia and Germany.

Iparadea

Iparadea is Volica's most populous and most industrialized state. About 65 percent of the population is of Basque origin; the rest is highly diverse, with significant minorities such as Corsicans, Chinese, Koreans, and Japanese. The island's economy is undergoing a very intensive transformation: for most of its history it was dominated by mining and shipbuilding, and it is now shifting to a model based on advanced industry and services. Trade unions play a very important role in social life, and have repeatedly influenced, and still influence, the legal and economic situation of all Volica's residents.

Mirislas

Mirislas is a state with the special status of a Commonwealth. It is an archipelago of several islands, including the main island, Mildossala. It is known as the island of temples; much of the community consists of members of various temples of different faiths, with a core group of pagan "monasteries" established early in history by settlers from the Baltic states. In the second half of the 20th century, people from Southeast Asia began moving into the underfunded parishes. They revived some of the monasteries, but changed their function into centers imitating temples, aimed at tourists. Besides the two main islands, the much larger Mildossala, which makes up the vast majority of the Commonwealth's area and population, and the smaller Jiadashi, which serves as a fashionable suburb of Mildossala (the two are linked by a fast ferry), the Commonwealth also includes several specialized islands:

Bonita

Bonita is an island and a separate commune, known mainly as a popular tourist resort. It lies just 500 meters from Histalopa's southern coast, with a direct road and tram connection, making it effectively Histalopa's entertainment district. It is the only place in all of Volica where gambling is legal on a large scale.

Ligota

Ligota is an island and commune between Histalopa and Ruggedia, with its own eclectic political system with strong anarchist and communist tendencies. The island was originally an important military base area; today Ligota's community uses the abandoned military grounds to develop its own pacifist identity. The island's original residents were soldiers from Denmark and Poland; later, hippies from around the world began moving into the partly abandoned grounds. It has the most relaxed laws on psychoactive substances in Volica.

Witzardia

Witzardia is an island near the southern tip of Histalopa, recently connected to it by a road bridge. This commune has a distinct identity based on strongly religious Muslim communities, originating mainly from Albania, Turkey, Bosnia, and Central Asian countries. Most residents live in a compact, densely built city, while the rest farm fragmented gardens and fields.

Sparque

Sparque is an island near Iparadea with a separate, unique political system based on an absolute monarchy and a group of landlords. Only the royal family and the nobility have the right to vote on political matters; the other residents are mainly workers looking for easily available jobs. Sparque's economy is, on the one hand, strictly agricultural and tourist-oriented, and on the other, includes a financial services sector that is highly valued by clients but controversial among regulators in other countries.

Torbaboli

Torbaboli is a small volcanic island inhabited by about 600 people in three settlements in total. The main ethnic group is descendants of Greek and Sicilian settlers who farm the fertile volcanic soil, along with somewhat later immigrants from the Levant.

Statuetka

Statuetka is a small island of 25 hectares, located in maritime territory contested between Iparadea and Histalopa (for which reason the other entities recognize it as an independent commune). It has only one permanent resident: the operator of a lighthouse shaped like a statue of a winged woman. The lighthouse is a popular tourist attraction. Until the end of the 20th century a hotel operated on the island, but after a conflict between the owner and the lighthouse keeper it was closed, and a strict ban on settling or staying overnight on the island now applies.
